I come before this committee to oppose the approval o.f H. R. 9234, because we believe that it violates the promise that, in order to obtain our votes which were essential to obtain the ultimate approval o.f Congress, was made by the Governor of Puerto Rico to the delegates of the Statehood Party when he accepted our amendment s to the effect that the Constitution would in no way jeopardize the right of Puerto Rico to become a State of the Union...
